CRB Criminal Records Bureau
The CRB – an executive agency of the Home Office – is established to help organisations make safer recruitment decisions. By providing wider access to criminal record information, the CRB helps employers in the public, private and voluntary sectors identify candidates who may be unsuitable for certain work, especially that involving contact with children or other vulnerable members of society.

Learn Direct
Learn Direct is a network of online learning and information services. It is a government-sponsored initiative in promoting flexible learning, intended to make possible the vision of a ‘learning society' where everyone can learn and upgrade their skills throughout their life.
MHAC Mental Health Act Commission
The MHAC's functions include:
- Keeping under review the operation of the Mental Health Act 1983 in respect of patients liable to be detained under the Act
- Visiting and interviewing, in private, patients detained under the Act in hospitals and mental nursing homes
- Investigating complaints which fall within the Commission's remit
- Reviewing decisions to withhold the mail of patients detained in high security hospitals
- Appointing medical practitioners and others to give second opinions in cases where this is required by the Act
- Publishing and presenting to Parliament a report every two years
- Monitoring the implementation of the Code of Practice and proposing amendments to Ministers.
The National Care Standards Commission
The National Care Standards Commission is an independent public body set up under the Care Standards Act 2000, to regulate social care and private and voluntary health care services throughout England . NCSC also has responsibility for the registration and inspection of services – replacing the former system of inspection by local authority and health authority inspection units.

NHS National Health Service
The NHS was set up in 1948 to provide healthcare for all citizens, based on need and not the ability to pay. It is made up of a wide range of health professionals, support workers and organisations. The NHS aims to bring about the highest level of physical and mental health for all citizens, within the resources available by:
- Promoting health and preventing ill-health
- Diagnosing and treating injury and disease
- Caring for those with a long-term illness and disability.
NMC Nursing & Midwifery Council
The Nursing and Midwifery Council is an organisation set up by Parliament to ensure nurses, midwives and health visitors provide high standards of care to their patients and clients.
To achieve its aims, the NMC:
- Maintains a register of qualified nurses, midwives and health visitors
- Sets standards for education, practice and conduct
- Provides advice for nurses, midwives and health visitors
- Considers allegations of misconduct or unfitness to practice.
POVA Protection of Vulnerable Adults
The Protection of Vulnerable Adults scheme acts as a workforce ban on those health and care workers who have harmed vulnerable adults in their care. It adds an extra layer of protection to the pre-employment processes, including Criminal Record Bureau checks, which already take place and stop known abusers from entering the care workforce.
Along with initiatives such as “No secrets” and “In safe hands” and other specific measures to prevent and tackle adult abuse, the POVA scheme complements the Government's drive to raise standards across health and social care. Raising standards is an end in itself, but it is also the best way to protect vulnerable adults who, when they are harmed, are usually harmed because of care professionals' lack of knowledge or skill rather than out of malice.
